Probably a female Anna's Hummingbird, in a San Diego garden in March. Anna's is the resident hummingbird of Californian gardens, the one that stays all winter and sings from the top of a bush in January, and it has spread north to Vancouver on the strength of feeders and winter-flowering shrubs.
A green back with no rufous in it, greyish-white underparts and a scatter of dark speckling on the throat, on a longish straight bill - the look of a female Anna's rather than the Rufous and Allen's working the coral tree, which carry rufous through the flanks and tail. A female Costa's or Black-chinned would be plainer and whiter below; the light and angle don't quite exclude them, so probably rather than certainly.
